Johnny Stephens was born and raised in Waco. He graduated from Waco High School in 1970 and obtained a Bachelor of Science in Education degree (BSEd) in History and Political Science from Lubbock Christian University in 1975. Mr. Stephens taught at Waco Christian High School from 1986 to 1999 and with Axtell ISD from 1999-2021. He is retired after 35 years as an educator.

Johnny and his wife, Toni (Smithson) Stephens, married in 1973 and have three children, Rebecca, Christopher, and Melanie. In addition, they are the proud grandparents of Maribelle, Olivia, James, Hayley, Claire, Andrew, and William.

His hobbies include woodworking, photography, and fishing. "I have lived in Hewitt for 32 years and feel this city has been very good to my family and me. To me, it's time for me to give back whatever service I can to help benefit this city and maintain its greatness."
